The South Asia Network for Public Administration (SANPA) was established on 8 November 2020 as a regional network of knowledge communities dedicated to fostering research, knowledge production, capacity building, knowledge dissemination, and strengthening regional and international partnerships in the field of public administration in South Asia and beyond.

SANPA serves as a collaborative platform that brings together scholars, researchers, practitioners, academic institutions, professional associations, and policymakers working in the areas of public administration, governance, public policy, and institutional development. The network aims to encourage regional cooperation and collective learning while promoting innovative and effective public administration practices across South Asia.
The major objectives and functions of SANPA include:
- Promoting research and knowledge production in public administration and governance;
- Strengthening regional and international academic and professional partnerships;
- Facilitating knowledge-sharing, dialogue, and collaborative engagement among institutions and professionals;
- Supporting capacity-building initiatives, conferences, seminars, and professional development programmes;
- Encouraging policy discourse, administrative reform, and governance innovation in South Asia;
- Creating opportunities for regional cooperation and institutional networking among public administration communities.
Through its collaborative initiatives and professional engagements, SANPA contributes to enhancing public sector effectiveness, academic exchange, and regional cooperation in governance and public administration.
The Public Administration Association of Nepal (PAAN) and SANPA have established a collaborative relationship through a Memorandum of Understanding (MoU) aimed at strengthening academic cooperation, institutional networking, research collaboration, and professional exchange in the field of public administration and governance. This partnership reflects a shared commitment to promoting regional cooperation, knowledge exchange, and professional development among public administration communities in South Asia.
Under this collaboration, PAAN and SANPA seek to undertake joint academic and professional activities, promote participation in regional conferences and policy dialogues, encourage collaborative research and publications, and strengthen institutional linkages among scholars and practitioners in the region. The partnership is expected to contribute significantly to the promotion of good governance, policy innovation, and regional cooperation in Nepal and South Asia.
